Has anyone used the Value Line Timeliness or Safety indicators in any filter with any success? Or, used them in any way?

I don't subscribe to Value Line, but a few years ago, when I lived close to a library that got it, I had success buying stocks that had just been upgraded in Timeliness from a 3 to a 2, or from a 2 to a 1.
