Can you write a filter that filters stocks and displays a BUY or SELL signal?

Well, that is the very nature of filtering. You decide on some criteria bor BUYING and then you select the stocks fulfilling these criteria. A SELL is the opposite. Yes, you can write a filter but you have to decide on your CRITERIA first.

My STOCK DASHBOARD DISPLAY has buy/sell indications based on the Parabolic SAR indicator.

You can add your own filter criteria or just sort on either the PARSELL or PARSBUY columns:
